Review of UK Press coverage: Stern Review and Green Taxes

Just a quick note.

I have been through all of the UK national papers and had a look at there views on the Stern Review and the govornment that where expected to be launched along with the report.

There are some interesting observations there, nice work from the Guardian, Indy, FT. Evil bastard prize goes to The Sun which only narrowly pipped the Daily Mail to the post.

Stern Report: The Economics of Climate Change (Full Text)

It's finally out...all 800 pages of it, the Stern Review into the Economics of Climate Change. It has already been described by Tony Blair as the most important report his govornment has Comissioned.

Sir Nicholas Stern Interviewed about the report.

Former World Bank economicst Nicholas Stern on the economics of climate change

Sir Nicholas Stern, a former World Banks chief economist has just produced a report for the UK govornment into the economics of climate change.

Speaking about this report to the Today Show stern made a strong argument in favour of a higer magnitude of action, including a restructuring of the tax system to punish polloution not wealth.

The Role of Students in Climate Change Activism (The Oxford Student)


The following is an article that I wrote for The Oxford Student on behalf of Campaign against Climate Change. This was intimidating but exciting.

In a recent report the Institute of Public Policy Research was highly critical of the language often used by organisations dealing with climate change. The press release accompanying this report criticised the use of 'climate porn' by both green groups and the media. The reason for this criticism was not that the extreme consequences attributed to climate change are unrealistic but rather that the solutions proffered in this context are not credible. If climate change threatens ecological genocide, economic collapse and large scale reversal of progress in development then it clearly can't be solved by simply changing to energy efficient light bulbs! What is required is nothing less than a revolution on the scale of the industrial revolution. The question for students is what role can they play in accelerating the progress of this, perhaps the most global of movements in human history.

University students are in a unique situation for many reasons. Perhaps the most important attribute of student body is the strength of its networks. The student community of a given university is a relatively cohesive unit held together by a range of strong social and institutional bonds. Connections between universities both nationally and internationally are also a tremendous asset. Progress on climate change mitigation can be—and must be-- pursued on a variety of hierarchical levels: personal, community and political.

Of course all of these networks are only useful when they are utilised by committed, energetic and intelligent people with knowledge of broad ranging subjects. That is where you come in! An accurate knowledge of the science; the ability to understand the wider social and environmental impacts; and an ability to communicate this knowledge whilst empowering people rather than leading them to despair, all these skills are seldom found together. Universities are one place where people with all these abilities frequently meet. Physical scientists, sociologists, historians and marketing students--a melting pot of creativity.

Whoever you are, wherever you come from, the first step to encourage change is to be the change. Taking personal responsibility for our 'carbon footprints' is where we all need to start. Living on student loans in high density accommodation with a limited amount of spare cash to spend on high carbon activities and goods it is perhaps true that students contribute less than the average UK citizen to climate change. On the other hand, there is progress to be made. Do you buy food in season, or do you enjoy apples flown in from South Africa and New Zealand? Is your accommodation a temperature at which you can work or do you leave the heater on and open the window when it gets to hot. Remember we are in a crisis situation, we cannot be complacent, the science tells us that by 2050 we will have a carbon budget of 0.9 tco2 per person if we are to avoid catastrophic climate change. We need to look closely at our lifestyles and make some difficult decisions. This is perhaps exemplified by the case of aviation.

For many people in society at large climate change is overwhelming precisely because personal action is difficult and access to further levels at which action can be taken is not readily available. For students however, the opportunities at the community and political levels are highly significant. Whilst individual students tend to live in a relatively low carbon manner, the premises in which they study, relax, receive advice and exercise tend to be far from energy efficient. Universities are often driven to progressive policies by there students; from energy saving renovations, to effective recycling schemes to on-site renewables and even changes in the curriculum to reflect new challenges being faced by society. Of course community level action encourages personal action. If there are secure cycle racks, safe cycle lanes and places for people to keep there cycling gear then it is far easier for people to make that positive decision and cycle at university and put off buying a car for a few years, perhaps even get into the habit of living without one.

When looking for partners abroad to work with on climate change 'Campaign against Climate Change' (CaCC) often look to work with youth groups. Perhaps unsurprisingly the most active student groups appear to be in the USA where government intransigence might have been expected to breed a revolution, well its getting close! The 'Campus Climate Challenge' has so far persuaded 243 colleges to sign up to buying 100% renewable energy. Meanwhile students are securing agreements for Kyoto level reductions from colleges, getting on site solar built in California, receiving pledges of carbon neutrality by 2010 and blockading power stations. They are also an extremely visible presences at the international climate negotiations and on the election trail supporting green candidates.

Not all of the excitement is happening in the USA though. On November 4th as part of the international day of action on climate change the UK will be holding the largest climate change rally ever to have occurred in the UK. Upwards of 20'000 people are expected to converge to Trafalgar square, many marching alongside CaCC, from the US embassy, in a the March for Climate Justice. For a global problem, we need global solutions, we need a global movement pushing for tough and rapid action on climate change. In conclusion, the key role for students is not simply to help to run a more just and sustainable economy in the future but to act now, particularly through there networks to catalyse progress nationally and help to build the movement globally.

Stern Review into the Economics of Climate Change


The stern review isn't even out yet but that isn't stopping the Buzz (google news coverage).

Bellow are a few of the more interesting articles and some quotes. The review is out tomorrow and there will be an update, including a link to the report.

The timing of this report is superb. The UNFCCC talks are soon to begin in Nairobi, the international day of climate action is also about to occur. In the UK green taxes seem to have the agenda as both Lib Dems and Tories showed considerable interest in these policies during the party conferences. Labour are looking increasingly weak as Blairs' rhetoric is looking shallower by the day.

The next few weeks look to be an interesting time for UK climate politics...all set against the background of the UK's warmest ever year.


Monsters and Critics

Sir Nicholas Stern, a former World Bank economist, said action needs to
taken immediately to prevent the disasters that would arise from floods, storms
and other natural catastrophes brought on by a warmer world, reports the
Independent newspaper.

In a 700-page report for the government of Prime Minister Tony Blair, Stern said the world would have to pay 1 per cent of its annual GDP to avert disaster. But doing nothing would cost up to 20 times that amount.

According to BBC business correspondent Hugh Pym, the report will carry
weight because Sir Nicholas, a former World Bank economist, is seen as a neutral
figure. Unlike earlier reports, his conclusions are likely to be seen as
objective and based on cold, hard economic fact, our correspondent said.

'There will need to be a global response [to Stern], but it must also filter
down to change at domestic level,' he told an audience of businessmen in China
this weekend. 'For the Labour party there must be no no-go areas for policy
debate. The politics of taxation is changing and we need to be leading the
debate, not playing catch-up. We should consider how we can change the structure of our tax system in a way which benefits the lowest-paid and penalises
environmentally damaging activity.'

Last week, Blair and his Dutch counterpart, Jan Peter Balkenende, wrote an
open letter to their fellow European leaders on global warming. "We
have a window of only 10 to 15 years to take the steps we need to avoid crossing
catastrophic tipping points," it said. "These would have serious consequences
for our economic growth prospects, the safety of our people and the supply of
resources, most notably energy." Brown, who is expected to replace
Blair when he steps down as prime minister next year, recently said he would use
the Stern Review to alert governments around the world that they have been too
slow to recognize — let alone fight — the threat of climate change

Website of the Week: Global Cool

I have browsed past this site a couple of times recently, today i stopped off for some closer inspection and i liked what i saw. Two main elements:

1. An interesting climate change blog with a uk empahsis and plenty of interesting articles, its not dooms day focused its future focused.

China and Climate Change; Some reccomended reading.


China is currently second only to the US in terms of GHG emissions, this is set to change in the next 2-3 decades. The planet can't afford one USA with 300 million people, let alone two with a combined population of 1.5 billion.

Fortunately china is a lot more than a less developed USA. Many experts believe the first economy in the world to be truely sustainable will be the one developing in China. The level of policy and technology inovation is building and with 1.2 billion minds and an absoloute imperative to concentrate them there is hope yet!

One Misconception I Had About Climate Change

I thought I`d blog this as I suppose that many of you will be under the same impression.

I have always thought of electricity as 'The' cause of climate change, transport and industry where also there in my mind but not as strongly.

It turns out that electricity is only responsible for 22% of co2 emissions and co2 is only around 65% of ghg emissions.

The reason for my misconception is that I live in the UK, a developed nation where co2 is far more than 65% and transport and electricity are by far the largest emitters. In the developing world land use change, agricultural emissions of ch4 and n20, and emissions from cement manufacture are far larger than I had realised.

Climate change is a far more heterogeneous issue than we would like to think. An energy sector based on renewables will not in itself be sufficient to save us there are very many diverse processes that we have to deal with.

Climate Change Newsletter of the Week: WBCSD

Here are a few interesting stories via the World Business Council on Sustainable Development.

1. Wave power development pushes ahead in Oregon. Wave power is still in its infancy but the steakes are high.

Energy experts claim that harnessing just 0.2 percent of the ocean's
untapped energy would meet the entire planet's power needs.


2. Tuft's University study makes the economic case for action on climate change.

Based on the assumption that average global temperatures would rise by 4°C
above pre-industrial levels by 2100, the researchers predict that annual
economic damages could reach US$20 trillion by 2100, or "6 to 8% of global
economic output at that time".

3. Climate deal vital for carbon markets.

The call came at "Make markets work for climate", an international
conference hosted by the Dutch environment ministry in Amsterdam ending on
Tuesday. Participants stressed that investment in greener technologies is also
at stake.


4. EU Comission looks to reduce energy usage by 20% between 20o6 and 2020.

On 19 October, Energy Commissioner Andris Piebalgs presented his action plan
to cut Europe's energy consumption by 20% in the next 14 years. If succesful,
the EU could save more than 100 billion euro per year.

5. Spain brings online Europes largest solar thermal station. This plant will be the first of many, a total of eight are planned by 2010 with a combined capacity of 302MW.

The first reactor covers some 70 hectares and comprises 624 moveable
mirrors. Each has a 121-square-metre surface and is stuck on the end of a
metal pillar, enabling the sun's rays to be concentrated on a focal point
situated at the top of a tower. There, a boiler is installed to allow a
temperature to be reached of between 600 and 1,000 degrees Celsius in order to
heat up fluid and produce the vapour that activates a system of turbines and
alternators, thereby generating electricity.

There is no need for silicon, a chemical element indispensable for the fabrication of more expensive photovoltaic cells, and there are no CO2 emissions either, those being the key cause of the so-called Greenhouse Effect of global warming.
What is required is space, at least two hectares per MW of production, and sun -- an annual 1,900 KWh per square metre.

Peak Oil, Climate Change and Oil Sands

Climate change and peak oil are a curious combination, one has global scientific credibility as not only real but urgent and serious, the other is todays hot topic and the focus of much controversy.
I have been faced on several occasions with a climate change discussion moving into a discussion of peak oil, the question that always comes to mind is why? When there is such a degree of evidence for the catastrophic effects of climate change, why do we need to look at an issue where the the facts are muddy? In the end it is down to money, if people are being hit in the pocket then –the argument goes—they are going to be more likely to support renewable energy, conservation and energy efficiency schemes.

Whilst I do not profess to have a detailed understanding of peak oil, I do not believe this is necessary in order to note some of its flaws and thereby throw a cautionary note the way of climate change activists. If you base your campaigns on a weak premise then don't be surprised if this weak spot is undermined and your whole campaign is weakened.

First, some general points about the importance of crude oil supply. In 1973, the world realised 53% of its energy needs by the combustion of oil, by 2004 this had dropped to 41%[1], this decline is predicted to continue. Working for a habitable planet we would all like to think that renewable energy is pushing this decrease, to the contrary it is competition with other fossil fuels that is of greatest near term importance. Coal is dangerous to mine, is dirty, toxic and produces nearly twice the co2 of natural gas per unit energy, natural gas is clean, low emission and increasingly scarce.


When looking at the primary energy supply of the world it is possible to dream that within the next 20-30 years renewable energy will make up a really substantial part of this sector. And, indeed, wind power is growing at a phenomenal rate, solar power is decreasing in price at impressive speed and installations of solar thermal and pv are expanding at growth rates to match. All these technologies, and the many more being developed, are however starting from a very low base. Even with a level playing field--which we are far from due to enormous fossil fuel subsidies--or a carbon tax on a global level, we would still require one missing ingredient, that of time time if we where going to entirely sever our dependence of fossil fuels.

The problem is, therefore, not that we have a shortage of oil, as much as the alternatives we have are disastrous. If oil prices remain high then accelerated development of coal will be an attractive option and it just so happens that the worlds largest coal reserves are in China, with the USA a close second, Australia third and India fourth [2]. It is perhaps not very comforting to note that the worlds largest economy and two of the largest emerging economies are sitting on the worlds most dangerous carbon bomb!

Peak oil is not likely to be a significant driver or saviour of our climate, on the one hand it promotes conservation and on the other it promotes energy security. In China, Indonesia, India and increasingly the USA this means coal over middle east oil.

I believe I have made it clear that peak oil is not an issue that is encouraging to me as a climate activist, and wouldn't be even if I believed in some of the extreme scenarios of peak oil theory. The other half of the argument is, do i believe in these scenarios?

The basic answer to this is that I think the world energy supply is sufficiently diverse and our knowledge of chemistry, sufficiently polished for a cessation of expansion in oil production from traditional sources to be of very little concern.

I studied chemistry at the University of St Andrews (UK) where one of the largest investments made into the university was made in the field of Homogeneous Catalysis or more simply, research into how to cheaply make oil from coal. This investment was made by the south Africa solids to liquids company (SASOL), during apartide South Africa made its own oil from coal as no one would sell them it.

This is the first buffer against a dramatic drying up of oil supplies, we can profitably make oil for from coal for $40 a barrel. This isn't happening, because oil companies and there investors do not believe that they are likely to make a reasonable profit on such facilities over the next 40 years[3]! Economics is often a good way to tell where things really lay and over the next 40 years (the lifetime of these projects) it is to risky to bet that the average price of oil will be $40 a barrel.

The other reason that peak production is likely to be a slow ramping up of prices rather than a dangerous and rapid increase that there are more oil sand reserves in Canada than there is traditional oil in Saudi Arabia[4]. These oil sands, are more affordable than coal to liquids, and are being developed. By the scale of the investment, they are clearly seen as the future. They are however, closing the gap between coal and oil in terms of greenhouse gas emissions. Oil from this land does not push its way out of the ground in great geysers it is laboriously extracted. Some of the tar sands, perhaps 20% [4]are shallow enough to be minded directly, this process has a devastating impact on the environment. For the remaining 80% there is arguably and even more atrocious development, this oil requires chemical separation and treatment with steam before it can be passed on to the refiners[4]!


The process of mining tar sands is ecologically damaging and hugely energy intensive--natural gas is being consumed at outrageous rates. The expansion of tar sands as a source of oil may prove to be a significant factor in increasing the carbon intensity of transport.If we look at the carbon content of fossil fuels we find that gas is the least polluting per unit energy at 15.4 tonnes Co2 per TJ, followed shortly by oil at 20 tonnes co2 per TJ and both some way behind coal at 26.8 tonnes co2 per TJ[5]. If we look at oil from tar sands that has bit extracted in situ we find a quite different story.

Oil sands extraction requires around 700 cubic feet(19.81m3) of gas per barrel4. This energy is required for heating pumping. A chemical separation stage is then required before steam reforming to convert the extremely viscous bitumen into a crude that has between 40 and 60% more value[4].Steam reforming requires around 1050 cubic feet (29.72m3)[4] of steam per barrel. The obvious question that arises is just how much of the energy contained in a barrel of oil is actually used up in its own extraction and processing. Canadian natural gas has an energy value of around 38210 Kj/m3 1 this means that in extracting a barrel of oil we use (19.81+29.72)*38210 Kj of energy, this is 1,892,000 Kj. So what portion of a barrel of oil does this represent? The energy content of a barrel of oil varies but is typically around 6,120,000 Kj 1. At the end of the calculation we find that 30% of the energy content of a barrel of oil is consumed in its extraction! If we now look again at gas vs oil vs coal we find that the figures are 15.4(gas), 20(oil),26(oil from tar sands), 26.8 (coal). We have made oil very nearly as carbon intensive as coal!

I attempted to describe how it connects (or dosent) with climate change advocacy . I sent this off to the uk section of a peak oil site called theoildrum, one of the british webmasters seemed interested but his Ed was somewhat less keen. Ed's views sumarised:

It's full of grammatical and style mistakes. He makes serious factualerrors and he claims a bunch of things that have been refuted at TOD,by DCohen and HO, in their excellent pieces on tarsands.

Please let me know about any errors you noticed. I have referenced the article and believe the contents to be acurate. I can email you any of the reports except the world energy council book, which i have as a paper version, i could however photograph pages and email these.

Commit your 20% energy reduction and invite your friends to do the same.

The energy saving trust in the UK have just recieved a significant amount of funding for an energy reduction drive. An interestng part of this campaign is a website where you can commit to a 20% reduction in energy use and then tell your friends why you are doing this. The site allows you to pick a specific location that you can use as a symbol of the environment you most pasionately want to be protected from devestation by climate change.

I choose the Cairngorms as this is where i grew up, and the ecological charachter is unique to this small, high, central part of scotland.

The guy who hellped to plan the site, Asi, works for Grand Union and has an interesting blog on marketing here. He reminded me about the site and asked for a small link but i like the site so...

I`m a regular listener to EcotalkRadio, but this week i had to post a link to the latest show. The host, Betsy, talks to a christian who has literally just 13 weeks ago had a green epiphany and is now evangelisign about climate change. Communicating Climate Change: Video and Report by Futerra

Have you ever felt like Casandra? No, i`m not asking the men amongst you about any cross dressing tendencies. I`m talking about Casandra of ancient Greek myth, who foresore the seige of Troy but was unable to make anyone listen to her warning.

This experiance is, I imagine, non to uncommon amgngst environmentalists. There is a climate crisis comming and we know but will the world react! Fortunately there are people who understand the problem of communicating urgency, and dont underestimate them. Marketing may not be a nobel occupation but it is a powerful dark art that we would to well to learn some lesons from.

Report of the Week: PriceWaterhouseCoopers on Climate Change and Growth

Thanks to Green Car Congress for This, an alternative report of the week for those of us who dont live in the northeast USA.

PricewaterhouseCoopers (PwC) has released a new study that concludes global carbon dioxide emissions could double by 2050 given a business-as-usual (BAU) approach combined with the rapid economic growth of emerging countries such as China and India and continued more moderate growth in today’s advanced economies.

Of the six different scenarios considered, only the “Green Growth + CCS” strategy stabilizes atmospheric CO2 concentrations by 2050 at what the current scientific consensus suggests would be broadly acceptable levels. This Green Growth Plus scenario incorporates possible emission reductions due to a greener fuel mix, annual energy efficiency gains over and above the historic trend, and widespread use of carbon capture and storage (CCS) technologies.

Its a facinating report but lengthy so worth being ungreen and printing off (two sided on reccled paper).

The costs are encouraging...although the science (60% by 2050?) is somewhat dated, i wonder how much more 90% cuts would cost.

Our analysis suggests that there are technologically feasible and relatively low-cost options for controlling carbon emissions to the atmosphere. Estimates suggest that the level of GDP might be reduced by no more than around 2-3% in 2050 if this strategy was followed, equivalent to sacrificing only around a year of economic growth for the sake of reducing carbon emissions in 2050 by around 60% compared to our baseline scenario.

"But in fact climate change is now occurring, he stated, and it's
likely to continue, absent serious interventions. Indeed, "I'm more pessimistic
than the IPCC analyses with regard to the time scale required for disintegration
of significant pieces of the large ice sheets." Hansen bases his estimate
"mainly on the history of the Earth and just looking at the energetics," as well
as the fact that ice, it turns out, disintegrates faster than it grows—and not
in a linear way.


In Defusing the Global Warming Time Bomb, in the March 2004 Scientific American, Hansen argues that global warming greater than approximately 1°C bodes ill for the health of ice sheets and future sea-level change. Over the past few million years, Earth has warmed roughly 1°C above today's temperature, but not more than that."

Video of the Week: Sachs--State of the Planet Opening Address


Superb video. An absoloute must see. I was tempted to make it a video of the month and just hilight it again every week!

On the point of economic growth and our current use of resources Sachs points out that we are already consuming at a unsustainable level. He also points out that in the coming years the population is expected to grow by some 50% from 6.5 to 9 billion. If at the same time as this, economic growth allows the average world economy to catch up with the US, then over the next 45 years the throughput of material resources will increase 4, 5 or 6 times!

Sachs discusses issus as diverse as deforestation, climate change and exploitation of thw world marine life reserves:

Most of the fish we like are carnivors, so we fish the oceans to feed the
aquaculture.
So we need good vegitarian, vegan fish, safely grown
through aquaculture which may give us our protein and our omega three's as well . And if you are watching the news you might have seen that transgenic pork will give us our omega threes as well, there are many options, but the current path is not viable if we want our oceans and if we want our rainforests. And we do want them because the effects, not just aesthetic or moral, will be devestating from many many points of view if we do loose them.

Global Sea Level Rise Google Mashup + Possible new sea levels!

Thanks to Dave Sag of Carbon Planet for this superb link.

This is a google 'mash-up' that allows you to alter sea level from 0-12m throughout the globe and then zoom in on your part of the planet and sea the new coastline.





Now, there is a huge degree of uncertainty about how much sea level rise we are going to see. In the TAR the IPCC produce a conservative range of changes over the next century from 40cm to just over a meter. On the other hand, RealClimate, the well respected climate change blog run by scientists tells us that the models on which these results where based where to simplistic and recent evidence has higlighted this starkly. Ice sheets had been treated as solid masses with few dynamics, now we see that in greenland where the icecap has started to melt rapidly that the ice is disintigrating, fragments are forming as surface streams penetrate through the ice and lubricate its motion.

With 2-3 degrees of climate change globally the greenland ice sheet was predicted to be severely threatend but the loss of this is was thought to be an extremely slow process taking mellenia, now the situations seems to me moving faster than we might like.

In a recent article in the New York Times Book Review, Jim Hansen of NASA's Goddard Space Institute points out asks how much sea level rise we can expect with 'business as usuall' emmissions scenarios:


How much will sea level rise with five degrees of global warming? Here
too, our best information comes from the Earth's history. The last time that the
Earth was five degrees warmer was three million years ago, when sea level was
about eighty feet higher.


Eighty feet! In that case, the United States would lose most East
Coast cities: Boston, New York, Philadelphia, Washington, and Miami; indeed,
practically the entire state of Florida would be under water. Fifty million
people in the US live below that sea level. Other places would fare worse. China
would have 250 million displaced persons. Bangladesh would produce 120 million
refugees, practically the entire nation. India would lose the land of 150
million people.


With this map--which you can zoon in on anywhere on earth--it makes this next project even easier...and it gives you a great resource for posters and other materials.

So if we know how what a sea level rise of say 7m's (the result of the greenland ice sheet melting), would look like, don't you think that this is worth sharing?

E-Action of the Week

Hello all, this weeks E-action

First, an urgent action alert before the Kyoto talks in Nairobi. Please go to Climate Ark and take part in a joint biofuelwatch/climate ark action - it will only take you a couple of minutes.

As hundreds of peat and forest fires are burning across Borneo and Sumatra, we can expect over a billion tons of carbon to go up in smoke in just a few months.

This is one of the major sources of greenhouse gas emissions, and it has been ignored by the international community, and by many NGOs. Time is running out for Indonesia's forests and peat, and they contain nearly as much carbon as the Amazon rainforest.

If you could copy this into an email and forward it to other that would be great.

I just set up a google group for this blog.

This forum could have many functions; it is certainly a good place to exchange views on any of the articles posted here, but at the moment I am writing two reports as followups to the only report i have ever written for this blog, climate change facts and impacts. Book Review: The Atlas of Climate Change


Climate change: a problem that is far more abstract that we would like.

This is certainly the case for those of us in the developed world who dont live on the produce of the land, who dont live by the sea and who know so little of our natural environment that even drastic ecological changes can pass us by.

One possible way to remove this perception of the abstract is to explore in detail where the droughts, the flooding and the biodiversity loss is going to be lost.

The atlas of climate change is devided into 7 sections covering; the signs of change, forcing change (geek for changes in the greenhouse effect), driving climate change (emmissions from transport), expected consequences, responding to climate change, commiting to soloutions (personal and public action) and climate change data.

Very much a reference work I cant see to many people sitting down and reading this from cover to cover. It is however a very useful and accesible reference work. If you are a climate activist wishing to make your point about the importance of engaging china in the dialogue, or a educator trying to get across the injustice of UK emmissions, or even a policy maker trying to make country by country comparisions this is a great place to start.

The atlas does a good job of combining detailed maps and images with larger trends: on one page we are shown how rising sea levels will affect various regions of the globe by 2100, ranging from over 90 million being inundated in india and pakistan to fewer than a million in east africa; on another page we are shown one of the instances of inundation, a 1m rise in sea level could devestate the nile delta and destroy 15% of egypts arible land.

Beyond the maps a good general introduction is given to the basics of climate change and the whole emissions situation is clarified. One point that I found perticularly interesting was that only 53% of post 1750 GHG emmisions where co2 and that heating and electricity only currently constitutes 21% of co2 emissions, i had always thought that co2 from power generation would be THE primary cause of climate change, trends are pushing in that direction but it is infact only one of many contributors, the scale of emmissions from landuse change and agriculture is really significant.

For anyone interested in climate change and wanting to understand our challenge better I can really recomend this book. I intend to keep this by my side, every time I write anything about energy use and trends this will be my first port of call to see if a more detailed look would be useful.

The Atlas of Climate Change is writen/researched by Kirstin Dow, Associate Prof. University of South Carolina and Thomas E Downing, director SEI in Oxford.

An analysis of industry responses to the EU Biofuel Directive

How biofuel companies are lobbying against basic environmental safeguards:
An analysis of industry responses to the EU Biofuel Directive Consultation 2006

biofuels market does not, in itself, present a case for establishing a system to
enforce minimum environmental standards.”

Background to the Consultation and the Respondents:

The EU Biofuel Directive was passed in 2003 and requires 5.75% of all transport fuel (excluding aviation) to come from biofuels by 2010. It sets a provisional 8% target for 2015 and obliges member states to introduce policies to expand biofuel use. A public (though barely publicised) consultation was carried out in 2006, as part of an official review of the Directive.
1. Approximately 92 of the responses come from industry (including biofuel industry, food and chemical industry, energy companies and car manufacturers), 16 come from environmental NGOs, 15 from governments or state institutions, 18 from private citizens.
2.Many of the industry responses represent several companies: The Renewable Energy Association, for example has 402 members, many of whom invest in biofuels.

The problem: Rainforest Destruction Since the EU Biofuel Directive was passed in 2003, it has become clear that the target will to a large part be met from tropical imports, particularly from palm oil and sugar cane and possibly soya. Research commissioned by the EU makes it clear that Europe cannot fulfil the Directive without imports, and Brazil, Indonesia and Malaysia are all planning to put millions of hectares of land under energy-crops – much of it virgin rainforest today. In Indonesia, all of the low-land forest could be lost by 2015 or earlier, together with thousands of species, including orang-utan. Palm oil and illegal logging together are destroying the rainforest across south-east Asia. Peat and forest fires have been linked to oil palm plantations and account for around 15% of all CO2 emissions worldwide every year – a figure which could grow dramatically as more peat is destroyed.

In Brazil, soya is already the driving force behind rainforest destruction. Deforestation is threatening the rainfall cycle on which the entire Amazon region, and possibly much of South and Central America and even part of the US depend. Many scientists fear that the region may be close a tipping point beyond which the Amazon rainforest and much of agriculture around it could collapse. This would raise global temperatures by another 1.5-3 degrees C – and directly threaten one third of all species alive on Earth which depend on South America’s forests.

The problem: Biodiversity Losses in Europe

Worldwide, species are becoming extinct 1000 to 10,000 times faster than they would have done at a natural rate. One third of amphibians and one-eighth of birds are facing extinction, even without accelerating global warming.

Within Europe, too, species are already being lost at an alarming rate: 52% of freshwater fish, 42% of mammals, 45% of butterflies and reptiles, 30% of amphibians are at risk of extinction. 60% of wetlands have been destroyed in northern and western Europe, little natural forest remains intact.3 Agriculture is a major driver of biodiversity losses, due to habitat destruction, use of pesticides (leading to a loss of insects), monocultures, nitrate-pollution of freshwaters, etc. Birds, insects and wild flower species face similar rates of decline. It appears unlikely that the EU can meet its target of halting biodiversity losses by 2010. BirdLife International have studied the likely impact of energy crops and have suggested different ways in which biomass production could aid biodiversity and create valuable habitats. They warn that, without environmental safeguards, energy crops can lead to the loss of more habitats, falling water tables in wetland areas and increased use of pesticides. The possible conversion of set-aside land to biofuels is seen as the greatest threat to large number of species which depend for set asides for their survival. Biofuel production in Spain and Portugal already threatens one of Europe’s most biodiverse habitats. Oilseed rape biodiesel production in Germany and Finland has been linked to declines in already endangered species, and to water pollution.
4. Existing environmental regulations that apply to EU agriculture have not slowed the massive loss of biodiversity, and the possible loss set-asides is likely to speed up the rate of extinction.
How can we say whether a company response really supports environmental safeguards?

Firstly, all responses have been assessed according to seven different criteria:
  1. Do they mention deforestation as a concern?
  2. Do they mention biodiversity losses as a concern?
  3. Would they support any environmental safeguards to prevent rainforest destruction for energy crop production?
  4. Would they support any environmental safeguards to protect the environment, including biodiversity, in Europe?
  5. Would they support any safeguards to ensure that biofuels are only used if they result in lower greenhouse gas emissions than petrol or diesel?
  6. Which long-term targets do they support?
  7. Do they support protectionist measures in favour of EU producers?

Questions 3-5 relate mainly to the detailed Consultation question 4.
Question 7 does not relate to environmental sustainability. It has been used to establish whether companies or association which insist that environmental regulations must not be imposed because of free trade rules themselves support protectionist measures which go against the spirit of the World Trade Organisation.

Any definition of ‘supporting environmental safeguards’ will be controversial, as is the principle of certification itself: It can be argued that only complete import bans against tropical palm oil, soya and sugar cane will protect rainforests from being turned into biofuel plantations, and that law enforcement in most rainforest nations is too weak for certification to work. This is the position taken by Biofuelwatch and a number of environmental NGOs. Nonetheless, I have counted all responses which favour mandatory certification and minimum environmental standards as positive responses, supporting environmental safeguards. I have separately listed and discussed those responses which favour the use of tax-breaks according to sustainability criteria.

A number of respondents state that they support the principle of environmental standards but call for long delays, oppose government regulation or anything that might interfere with market growth, or want certification schemes to depend on full consensus by all market shareholders. I have classed those responses as being opposed to real safeguards: Several years of rapidly expanding palm oil and soya imports from the tropics could destroy much of south America’s and south-east Asia’s remaining rainforests, with very little left to protect in future. This survey shows that there is no industry consensus in favour of environmental protection – and that there is no commitment across the whole of the industry to even take voluntary action to source only sustainable biofuel crop.

With regard to question 4 (support for environmental, including biodiversity protection in Europe), I considered the main findings submitted by BirdLife International, which are backed up by extensive research: Biodiversity is declining rapidly across Europe, agricultural practices are responsible for a significant number of population declines, cross-compliance and regulations applying to food-production have not been effective in halting biodiversity losses, and set-asides are a refuge for endangered wildlife. Responses which deny any problem, or which state that applying the same regulations as for food production will be ‘good enough’ have been classed as ‘negative ones’.

Question 1: Do they mention deforestation or biodiversity loss as a concern?

Many of the responses in favour of minimum standards guard call for a simple, low-government-interference scheme.
The responses in brackets (under ‘yes’) are those which favour graded tax rebates which give the greatest support to biofuels with good environmental performance, although none of those mentions deforestation as a concern. Amongst the other ‘yes’ responses, only 4 mention any concern about deforestation, hence it is not clear whether the others would actually support safeguards to protect ancient forests. One of the ‘yes’ responses also specifies a need for ‘minimum government interference’. There is only one response which calls for guarantees that biofuels must not in any way contribute to deforestation or unsustainable forestry, and that this must mean import bans: This response comes from Inforse who are closer to the environmental NGO sector than they are to industry. Furthermore, one other industry response calls for a moratorium on biofuel promotion because of the risk of disastrous environmental impacts and doubt whether certification can work and can keep a rapidly growing new global market sustainable.

Amongst the ‘no’ responses, one states that developing countries will benefit from biofuels irrespective of any environmental impact. Another one states that unsustainable biofuels should be promoted because they will form the backbone of future sustainable ones. Two say that such regulations are inappropriate, one of them mentioning WTO rules. Another one supports certification, but only to control the use of fertilizers and pesticides as well as greenhouse gas emissions. One opposes environmental safeguards because they would ‘reduce yields’. Three other industry responses agree with certification, but only to control life-cycle greenhouse gas emissions. Another one wants environmental certification according to standards which apply to fossil fuels, without suggesting what this refers to. Most of the ‘no’ responses call for delays, or voluntary action only, or warn that nothing must be done which might interfere with market growth, or which might go against free trade principles. Two of the companies state that certification can drive up environmental standards, but nonetheless reject , stating that the EU should instead support international negotiations for standards which should only gradually be introduced.

The ‘other’ category comprises those responses which either call for monitoring and minimum environmental standards, but do not make it clear whether they would agree to government regulation, or which support mandatory labelling/reporting only. None of those mention deforestation.

Apart from Inforse, none of the ‘yes’ responses actually mentions biodiversity or suggests that minimum standards should be any better than those for intensive food-production in Europe, nor do they express any support for a continuation of set-asides (though the latter was not specifically mentioned in the consultation paper). For figures in brackets, see additional comments to question 3. Two of the ‘yes’ responses support standards with regard to fertilizer and pesticide use.

The ‘no’ responses again include some that say no outright, and others with caveats which would rule out any effective regulation in the near future, or they suggest that certification should only be with regard to greenhouse gas emissions, or they state that they consider environmental regulations of European agriculture to be adequate. 12 biofuel and 3 other industry responses specifically state that environmental regulations in Europe are already adequate, 10 biofuel and 1 of the other industry responses stress that no stricter regulations must apply than for food production, and 4 biofuel and 2 other industry responses expressly call for the abolition of compulsory set-asides. Two biofuel industry responses demand that the EU should allow peat burning to count towards biofuel targets. One other industry response specifically warns that biodiversity must be protected from the threat of monocultures, but goes on to say that environmental regulations must only be introduced very gradually.

The responses listed under ‘other’ state that they support certification, but are too vague to determine whether they would actually support any mandatory standards in the near future. None of them mention biodiversity.

Five responses call for the abolition of compulsory set-asides, which, according to BirdLife International, would hasten biodiversity declines. Two biofuel industry responses also call for permission to promote peat burning under the Biofuel Directive, even though peat is not renewable and burning it leads to carbon emissions similar to coal, if not higher (since carbon may be emitted from an area larger than what is actually burnt).

Additional comments:
Some of the ‘yes’ responses speak of regulations to control life-cycle greenhouse gas emissions only as a long-term aspiration, not as a prerequisite for biofuel promotion. The response in brackets is from a biofuel company which wants to consider fossil fuel emissions as part of graded tax rebates, without mentioning other relevant greenhouse gas emissions. One of the ‘yes’ responses suggests that certification should be developed, but emissions linked to biofuel production should be compared to those from tar sands, not ordinary petrol or diesel. Only Inforse support mandatory certification, as well as an import ban on uncertified biofuels.
Most of the reasons listed under ‘no’ are similar to those given under Question 3. One response states that all such research is biased, another that all biofuels lead to greenhouse gas savings, and one says that yields are more important than emissions.

The ‘other’ responses include those which favour graded tax rebates without suggesting that those should have regard to life-cycle greenhouse gas emissions. They also include responses which support standards without making it clear whether they should be mandatory, which speak of a need for action based on future research only, which support only a labelling/reporting requirement, or which are too vague or undecided to go into either the ‘yes’ or ‘no’ category. which support only a labelling/reporting requirement, or which are too vague or undecided to go into either the ‘yes’ or ‘no’ category.

Almost all of the industry responses which support biofuel promotion quote climate change emissions a the or one of the main reasons for doing so – yet only a minority support any safeguards that the biofuels which will be promoted should have low life-cycle emissions of greenhouse gases. A significant number of respondents appear to be unaware of the different greenhouse gas emissions associated with (some) biofuel production, such as N2O emissions, or emissions which result from tropical deforestation. Peat fires, one of the largest sources of global carbon emissions are not mentioned by anybody, despite their close link to palm oil.

6. Which long-term targets do they support?

The consultation paper asks which future targets should be set, and how they should be expressed: As market share (the current approach), as fossil fuel replacement, or as greenhouse gas (ghg) emission savings. The vast majority of biofuel industry responses favours targets expressed as market share (i.e. x% of transport fuel to come from biofuels). A significant minority support targets based on greenhouse gas or CO2 savings, either in the near future or in the longer term.

However, many of those respondents appear to only consider CO2 emissions (rather than the significant emissions of N2O linked to the production of many types of biofuels, which have an even greater global warming impact). Some respondents also presume that all biofuels are carbon neutral over their life-cycle, and think that market share and greenhouse gas targets are identical– something not backed up by even the most optimistic research findings. Four of the respondents favouring greenhouse gas-based targets do not support mandatory certification to ensure that only biofuels linked to low greenhouse gas emissions can be sold. Two of them state that this would be too complicated to do at present.

It must be noted that high targets for transport fuels, based on market share mean that energy crops MUST be used for motor fuels even if there would be higher greenhouse gas savings by using them for biomass burning, something criticised by most environmental NGOs in their responses.

The vast majority of ‘yes’ responses support direct subsidies for EU producers of energy crops. One biofuel industry response asks for tax exemption with the aim of favouring European producers against cheap imports. 7 call for tariffs against ‘unsustainable’ or ‘aggressive’ imports. Three favour measures to support domestic production against cheap imports, without specifying particular mechanisms.

Of the ‘no’ responses, two quote WTO rules/free trade, one states that imports should be strongly supported, and most of the others do not elaborate. Of the five respondents which specifically oppose environmental on the grounds that it would go against WTO regulations/free trade, two favour domestic subsidies. Conclusions:

Industry is nearly unanimous in their support for biofuel promotion as a way to reduce greenhouse gas emissions and thus the effects of climate change. The majority of biofuel industry responses, however, reject any mandatory safeguards which would ensure that the biofuels sold in Europe will have lower greenhouse gas emissions than the petrol or diesel which they will replace: Palm oil, soya and sugar cane are biofuel feedstocks linked to large-scale deforestation and thus to extremely high carbon emissions. Only a minority of respondents would back any safeguards that would stop billions of tons of carbon being released into the atmosphere by destroying and burning virgin rainforests and peat in order to produce biofuel crops. Many responses suggest that not enough is known about life-cycle greenhouse gas emissions from biofuels, but nonetheless demand government support for rapid market expansion.

Very few of the respondents mention deforestation or biodiversity losses as a concern at all. There appears to be virtually no awareness of the potentially large carbon emissions from rainforest destruction linked to energy-crop cultivation in the tropics.
Most respondents state that environmental safeguards would be desirable, but they put in caveats which would stop any effective regulation: They argue for long delays, for future research (rather than applying the facts which are well-known already), for industry consensus as a basis of any standards, or for voluntary rules. Looking at the range of responses, however, there appears to be no basis for an industry consensus for any environmental safeguards at all.
Various NGO and government reports have suggested that WTO ‘free trade’ rules may be a major barrier to regulating the biofuel industry. Very few industry responses raise this concern. The majority of respondents strongly favour protectionist measures, mainly domestic subsidies. Agricultural subsidies were one of the main reasons why the recent WTO talks collapse, and the policies advocated by most of the biofuel industry respondents would further undermine the World Trade Organisation. Biofuelwatch do not in any way advocate the free-trade, low-regulation model for which the WTO stand, however those findings highlight the fact that industry lobbying with regard to biofuels is not primarily driven by support for free-trade rules. Instead, the majority of the biofuel industry want to see strong government intervention, including subsidies, tax breaks, mandatory obligations which, they hope, will create a fast-growing and unregulated new market.

Criteria used for analyzing industry responses
All industry responses written in English, Spanish and German have been studied. 47 biofuel industry responses and 18 other industry responses have been analysed. 9 other responses did not answer any questions regarding environmental sustainability, and did not provide enough information to be included. Some other responses did not provide enough information to be included under all 8 questions.
All responses which represent commercial interests linked to biofuel production have been counted as ‘biofuel industry responses’. Those include organisations representing a variety of interests including biofuels (for example the National Union of Farmers in the UK). The only exception is the response by Europia, the European Petroleum Industry Association: Some of their members are investing in biofuel refineries, but all members primarily represent fossil fuel interests.
Non-profit NGOs have also been counted towards ‘biofuel industry’ if they include or represent any members which sell products or services linked to biofuels. State-funded organisations set up to promote the growth of the biofuel market have been classed as ‘biofuel industry’ (such as FNR). Two organisations were difficult to place: I have excluded the Low Carbon Vehicle Partnership, because its aim is to work out sustainability standards, not to represent commercial interests. I have, however, included Inforse, the International Network for Sustainable Energy, because of some of their members’ interests.
